Issues in the current rules
219 problems found in the current Bylaws and Standing Rules. Each one links to its topic in the reader, where the note explains it and shows how the model handles it.
Counts by type and severity
| Type | High | Medium | Low | Total |
|---|---|---|---|---|
| Conflict | 9 | 14 | 2 | 25 |
| Ambiguity | 1 | 45 | 74 | 120 |
| Missing | 0 | 22 | 35 | 57 |
| Record | 0 | 10 | 7 | 17 |
| Total | 10 | 91 | 118 | 219 |
A conflict breaks or misstates a law or a higher rule. An ambiguity can be read more than one way. A missing item is something the law expects that the text leaves out. A record issue is a problem with the published copy or its history.
- C-001MediumAmbiguityBylaws
"For any meeting where online voting is permitted" presupposes a permission that no rule grants outside an emergency.
- C-002MediumAmbiguityBylaws
Unclear whether the 10-day notice covers every regular meeting or only one called by member demand.
- C-003MediumAmbiguityBylaws
Only the Standing Rules give a power to call special meetings. Whether that suffices, or RONR requires a bylaw, is open.
- C-004HighConflictBylaws
Precinct Chairs may call the meeting at any time, but the RPT Rules let them act only after 45 days.
- C-005HighConflictBylaws
The Bylaws list Training and Events as standing committees and as teams; the Standing Rules call them teams.
- C-006HighConflictBylaws
The Bylaws claim precedence over the Election Code and Texas Constitution, which the RPT Rules make binding.
- C-007HighConflictStanding Rules
The rule says "a two-thirds (2/3) vote of those present and voting", as Rule 44 does, but counts every member rather than precinct chairs alone, and omits the minimum of a majority of all precinct chairs.
- C-008HighConflictStanding Rules
The Committee "shall approve" primary election judges, but the statute has the County Chair appoint them.
- C-009HighConflictStanding Rules
The "those members present" quorum for statutory business is less than the majority needed to fill a County Chair vacancy.
- C-010HighConflictStanding Rules
The "those members present" quorum for statutory business is less than the majority quorum for replacement nominations.
- C-011HighAmbiguityStanding Rules
"At least sixty percent (60%) of the EC" for a sanction may mean 60% of all members, of the members present, or of those voting.
- C-012HighConflictStanding Rules
A County Chair designee may receive ballot applications, but the statute names only the County Chair or Secretary.
- C-013HighConflictStanding Rules
Members outside the committee may speak only in public comment or if recognized, though the RPT Rules let them testify.
- C-014MediumConflictBylaws
The text makes ex-officio SREC membership optional, but the RPT Rules grant it outright.
- C-015MediumConflictBylaws
The text asks where the SREC member lives, but the RPT test is whether the district includes county territory.
- C-016MediumAmbiguityBylaws
The text sends vacancy rules to the RPT Rules, which send the question back to the county.
- C-017MediumAmbiguityBylaws
The Bylaws cover "declared Republican" local candidates, but the Candidate Committee endorses in nonpartisan races.
- C-018MediumMissingBylaws
No text sets a timetable for endorsements. SR Art. V §10.A sets the steps but no dates or deadlines.
- C-019MediumMissingBylaws
Mail and email vacancy ballots have no procedure, deadline or test for a valid ballot.
- C-020MediumAmbiguityBylaws
The text does not say how mailed or emailed ballots count toward the vacancy quorum.
- C-021LowMissingBylaws
The text does not restate that members of an electronic meeting must hear one another at once, which RONR requires anyway.
- C-022MediumAmbiguityBylaws
"Stated emergency" is not defined, so the County Chair alone decides when one exists.
- C-023MediumMissingBylaws
The text sets no minimum, but the RPT Rules require the County Chair to call a meeting each quarter.
- C-024MediumAmbiguityBylaws
The Committee schedules regular meetings and the County Chair calls them, but no text says what a schedule requires the County Chair to do.
- C-025MediumAmbiguityBylaws
With no fixed schedule, members cannot tell when the County Chair has "fail[ed] to call" a meeting.
- C-026MediumAmbiguityBylaws
"One-fourth (1/4) ... of the Precinct Chairs" may count only chairs in office or every precinct, vacant ones included.
- C-027MediumMissingBylaws
No rule sets a notice period for a special meeting.

Members have no way to require the County Chair to call a special meeting.
- C-029MediumMissingBylaws
The text omits the 45-day deadline for holding the organizational meeting.
- C-030MediumMissingBylaws
The notice need not include the proposed rules, a website posting or the callers' names.
- C-031MediumMissingBylaws
The text does not say the old rules carry over, or make adopting rules the first required action, as the 2026 RPT text does.
- C-032MediumAmbiguityBylaws
The Bylaws and the Standing Rules each state the quorum, and only the Bylaws count vacancies at the call.
- C-033MediumAmbiguityBylaws
The text yields to the RPT Rules but not to statutes that require a larger quorum.
- C-034MediumAmbiguityBylaws
The texts say "days" in some rules and "calendar days" in others, so "days" may or may not mean calendar days.
- C-035MediumAmbiguityBylaws
"At the next Executive Committee" omits "meeting", so it may mean the next meeting of any kind or the next regular one.
- C-036MediumAmbiguityBylaws
"The chair shall call a meeting within 15 days of such request" may limit the call or the meeting, and "the chair" may mean either chair.
- C-037MediumAmbiguityBylaws
Teams "shall not function as committees", but no text says whether a team may speak, endorse or spend.
- C-038MediumAmbiguityBylaws
The text does not say whether an HD committee is the statutory district executive committee.
- C-039MediumAmbiguityBylaws
Unclear whether BL Art. VI §3, on Standing and Temporary Committees, reaches HD committees, as the Standing Rules assume.
- C-040MediumAmbiguityBylaws
Neither amendment article addresses the organizational meeting, where a majority adopts the rules for the term.
- C-041MediumMissingBylaws
Neither text requires filing the adopted rules with the SREC, as the RPT Rules require.
- C-042MediumRecordStanding Rules
The 2026-06-22 vote adopted the rules by reference, and no complete copy of that text was published.
- C-043MediumAmbiguityStanding Rules
"Statutory business" is not defined, and the text calls filling a statutory vacancy non-statutory.
- C-044MediumConflictStanding Rules
The Treasurer rule allows over-budget spending of $500 or more on 2 approvals, but this rule requires Committee approval.
- C-045MediumAmbiguityStanding Rules
"A two-thirds (2/3) vote of the Executive Committee" may mean 2/3 of those voting or 2/3 of all members.
- C-046MediumRecordStanding Rules
No minutes are found for 2025-01-22, the likely date this item and 3 others were adopted.
- C-047MediumMissingStanding Rules
The rules omit the RPT process for referring a County Chair to the SREC for removal.
- C-048MediumConflictStanding Rules
The rule covers "public or party" officeholders, but Rule 44 covers holders of public office only.

The rule counts actions in the "current biennium", but Rule 44 counts the officeholder's current term.
- C-050MediumMissingStanding Rules
The rule omits the 7 days' notice and the invitation to appear and speak.
- C-051MediumConflictStanding Rules
The Committee is "in charge of preparing the ballot", but the statute gives that to the County Chair.
- C-052MediumConflictStanding Rules
The text gives oversight to the County Chair, though the statute gives overall supervision to the Committee.
- C-053MediumMissingStanding Rules
The text does not say who presides; the statute has the caller name a member to preside.
- C-054MediumMissingStanding Rules
The text describes only a vacancy after a primary and does not state the statutory window, which opens before the filing deadline.
- C-055MediumAmbiguityStanding Rules
Item E makes following the "Precinct Chair Code of Conduct" a qualification. Earlier rules attached the Code as Addendum I, the 2024 rules dropped that reference, and no text of it is in the record.
- C-056MediumAmbiguityStanding Rules
A chair "is expected to be a member" of a committee, in a list of qualifications, which may state a requirement or only a hope.
- C-057LowMissingStanding Rules
The felony bar and its notice process in RPT Rule 8(s) are not restated, though item D already adopts the RPT eligibility rules.
- C-058MediumConflictStanding Rules
The text says chairs are elected in the "primary or general election", but only the primary elects them.
- C-059MediumConflictStanding Rules
The text declares an unopposed candidate elected even when a write-in candidate is on the list.
- C-060MediumAmbiguityStanding Rules

The list says a chair "may resign for" a move or a race for office, but item b says a candidate "may no longer serve as Precinct Chair".
- C-064MediumMissingStanding Rules
The text gives no process when a chair stops meeting a requirement but does not resign.
- C-065MediumConflictStanding Rules
The text points to the RPT Rules, which have no abandonment process for precinct chairs; the statute does.
- C-066MediumConflictStanding Rules
The list adds support for a non-Republican candidate, a ground Rule 8(n) lacks, and uses it for SREC referral.
- C-067MediumMissingStanding Rules
Neither the misconduct nor the censure rule requires written charges on the agenda and notice by certified mail.
- C-068MediumAmbiguityStanding Rules
"Any sanction that is not prohibited by law or by RPT Rules" could be read to allow removing an elected chair.
- C-069MediumAmbiguityStanding Rules
"Act in that place" may mean routine duties only or every power of the County Chair, including presiding at the vacancy meeting.
- C-070MediumConflictStanding Rules
The Secretary presides ahead of the Third Vice Chair, which conflicts with the Third Vice Chair rule.
- C-071MediumAmbiguityStanding Rules

"Additional persons may be added" to a committee, but the text does not say whether they vote.

"The County Chair, along with the House District chairs, shall by majority vote" may make the County Chair one voter or the nominator.
- C-075MediumAmbiguityStanding Rules

"The sole exception" follows the vice chair sentence, so it may except the vice chair rule or the Rules Committee review.
- C-083MediumAmbiguityStanding Rules
"Upon suspension of the rules ... any proposal" that failed may mean every failed proposal returns or only one named in the motion.
